wheel bearings and axel
I had that problem with a tow dolly I used to have. It was an axle that was not properly aligned. I took it to a big rig trailer repair facility, and for $20 they aligned the axle for me. (They had to bend one of the spindles to align them.)

Given that the Scamp is a 1984 and new to you it would be a good idea to put new bearings in. They're inexpensive and fairly easy to do and then you'll know they are new and can setup your maintenance schedule going forward. There is a wheel bearing thread in the maintenance table of contents that includes links to videos on how to service them.
If that is original axle it will probably need replacement. Post a side view pic and we can tell you for sure.

Agreed! You should definitely have the wheel bearings checked out/serviced. That's not something you want to go out when you are out on the road somewhere!
The parts to replace them (with new) are quite inexpensive. It's a simple job and does not take much time, so the labor to have it done is not expensive either.

Driftboat:
Practically any place that does trailer repair (even boat trailers, and I see you have several in the area), or RV repair, will have the necessary equipment and skills, and can handle this job. It's a very straightforward process and should only take a couple of hours.
I googled on "trailer repair in wilmington" and find TrailerMedic, T&L Trailer Repair, Wilmington Boat Services and several others. (Again, even boat trailer repair businesses should be able to do your Scamp).
Googling on "RV Repair in Wilmington", I find: Rex & Sons (several good ratings, (910) 793-2894), Howard RV Center and Cape Fear RV, and others.
Call around and check.
It's likely that any RV place can also provide tires. They may not have them in stock, but if they sell tires, they can get them there in 24-48 hours. If you can't find them local, contact TireRack.com at 888-541-1777. They'll ship them to you if you can't find them local.
Good luck,
