We just picked up our 13' Scamp this weekend. I absolutely love her! This is my very first travel trailer, so I already have lots of questions. Everything seems to be working fine so far and I'm very excited to start camping. Unfortunately, I live in Ohio with the cold and snow, etc. Soon I will need to start the winterizing process. Not sure if she'll sit outside or in storage. My main concern at this point is jacking up/ blocking  the trailer. Is this what most people do? Using jack stands? I'm not sure the best way to go about it...

Some put jack stands, some don't. I personally never have and I've had trailers that were 20 yrs with still good axle. My 30 yr old trailer I had to have an axle replacement but go about 26 years out of original axle.

Winter storage

Yes, jacking up the trailer and putting jack stands under the trailer will allow the axle to,relieve itself of the weight of the trailer and greatly extend the life of your axle. I also highly recommend a Cal Mark cover if it is to sit out in the snow. I jack up our trailer after winterization, put jack stands under it, cover the tires, and cover our Scamp with a Cal Mark cover.
