I've only recently started using the black tank on my 13'. There is a circular opening (3" ?) visible below the flush opening to what I assume is the black tank. I was dumping when the liquid got to that level but far less drained than I expected, certainly not 9 gallons.
Am I correct that much / most of the 9 gallon capacity is actually in the pedestal, not the black tank itself? If so, at what level do people dump?
Most of the nine gallons will be in the tank that is in the wet bath. This is an old video but I think that the black water tank is still the same in yours. (Start at 50 seconds) https://www.youtube.com/watch?v=Sym4o0yKUtQ
Thanks. I've read the manual (didn't realize there was a video version). My question was the volume of the lower black tank versus what I was calling the pedestal directly under the toilet. When you say tank in the bath, is that what you mean?
...that square-ish tank in the wet bath is the black water holding tank.

Again, thanks. I think I now understand. What seemed like an outlet to a lower tank is in fact just the outlet pipe to the dump valve. The black tank is in fact what I see in the bath. Correct?
I was going to post a picture but I can not find one, not even on the Scamp parts web site. But yes you are correct.
