Does anyone know if a scamp stored inside a garage in a temperate climate needs to be jacked up to get the weight off the axle if it's only a few months in between uses?

You should try to get at least some of the weight off the axle any time the trailer is in storage. You can get most of the weight off the axle by lowering the front jack, set the rear stabilizers, then raise the front jack, I think that would be okay.
It's best to jack it up, and lift the weight off the axle. Easy to do (especially with bottle jacks). Our SCAMP is 40+ years old. Never jacked up the first 20 years; had to replace axle, because it had sagged about 4". Now I jack it up, which actually lifts the axle. It has sagged another 2" in 20 years. But not nearly as much
