I'm not a 5th Wheel person so I probably can't help much, but we have quite a few members with 5th Wheels so I'm sure someone will offer up some good advice. Do you have the gooseneck hitch already and just need to know how it should be attached to the bed of the truck??
1. I notice Scamp is now selling a new re-moveable type that is mounted on rails. (Can anyone out there tell me definitely that new Scamp models come with the new type hitch?)
2. I have a 2007 Scamp 5er deluxe. The hitch was installed by the Scamp factory. Since you indicated your 5er is a 1983, I’m assuming it came with an old style hitch - (From the factory owner's manual: Hitch consists of two "L" brackets installed beside the wheel wells, a 4" cross member holds the 2" ball.
Specific to the 5er: 40" to top of ball. If the sides of the truck are higher than 48", a raised axle may be necessary.
The most critical measurement is that the center of the ball on the hitch cannot be more than 60" from the corner of the bumper, otherwise the bumper may hit the trailer when turning corners. If you need more specific installation instructions, I would be glad to PM them to you. - - Earl A.
A little more on the 5er coupling. The older 5ers with LP tanks outside the frame rails have a different coupling tube. On the newer 5ers with inboard LP tanks the coupling tube extends out from the trailer at a single angle. On the older Scamps the tube extends out at about the same angle but not as far and near the coupling the tube turns and goes straight down several inches to the coupling. I don't think the tube extends out and down as much as the newer 5ers. On the older 5ers if you want to move the LP tanks inboard of the frame rails or lift the trailer you may also need to modify/extend the coupling tube.
I just installed one...Go to Uhaul.
They were 1k less than Camping world.
Knew exactly what they were doing.
Got the new rig home this weekend with no incident.

My 2012 came with a Reese Gooseneck style hitch which pins to rails.

Thanks for the info Perry. I am assuming then that all 5ers since a certain date come with a Reese style hitch.
