Help! When hooked to city water I have a leak!

Hello folks, the leak is literally coming out of the bottom of the scamp near the black water tank below the shower, right out of the wooden base. The black water tank has nothing in it. How in the heck can I find a water leak in all that buried water line? I dont see any way to get at it to find a leak much less repair it. So frustrating. Im worried I will end up with rotting. I will not hook up city water again until I can find and fix the leak, which Im guessing will be a nightmare.

Configuration

Do you have a side or front bath? Next shut the WH valve off next to the water heater to determine if it is a hot or cold water leak. If the valve is off and no leak(with water pressure) you have a hot water leak. Any water pressure city or pump should not matter with the leak. Then we can go from there.
