Hello. I just purchased a 1986 Scamp 16. I will have many questions as
I begin to rehab this camper. I am new to this so excuse my ignorance. I
have decide to start with the exterior. I will be painting the shell and need
some info on the rivet system. I notice the rivets have a plastic raised washer
with a plastic cap that fits over each. Some are broken and or missing. I plan
to remove the rivets (paint) and put new plastic washers with caps. What
function do these rivets have? (as I don't want to cut the inner "skin" being
that it is in perfect shape). What is the best way to approach this?

Most rivets can be removed without too much trouble by drilling off the head and pulling the rivet from inside. Some will be stubborn however.

Using bolts, washers and nylock nuts (with or without acorn nuts for appearance) is another option.
As for the painting... sometimes its the right thing to do but for me, it would be the last option, and only if the gel-coat was so bad it could not be restored.
Yes, I have looked into the nylock option and may go that route .
In terms of the paint, a previous owner painted it with some sort
of paint that is now chalky and cannot be buffed out.
