How do I start a new post?

Help! I have done this once before but cannot figure it out now. Please advise. I did look around a bit but could not figure it out.

You pick the correct forum for your post IE General Discussion and at the top left is a button “New Topic.” This will open an editing window to create a new topic in the forum you chose.
