I spoke with Scamp and confirmed that there are no backup lighs with the LED taillights. He had no explanation of why that decision was made. There is a yellow wire available under the drivers side bench, so I suppose it would not be all that difficult to add a backup light. There might even be a combination light that could replace the Scamp one. Also confirmed that those two valves are hot and cold water drains. He noted that they may be particularly useful for people who like to blow out the lines rather than add antifreeze.
I had asked several times about pre-wiring for a backup camera and was told just before mine entered into production that all of the trailers were now being prepped for them. He checked and called me back the next day to tell me that based on the date mine was put into production, it probably is not pre-wired. He explained how to installed one and offered to help when I'm ready and talk me through getting a wire under the fabric to connect to the power in one of the side cabinets. I'm disappointed that I was given incorrect information, but am appreciative of the patience answering my various questions and the offer to help when I'm ready to install a camera. Nice people.

It was irritating having asked several times but I was able to do the work with minimal damages to the interior fur. They should not only prewire but actually include an exterior bracket. Based on what I've read, most trailers now come with that.
Our 2019 has the pair of water drains too. Do a fair job since they are at a low point.

Since you bought your Scamp do you think they are now prewired for a back-up camera? We are getting ours June of 2021.
